About Ruth
Ruth Carnes is a dedicated procurement professional from Maryland with over 30 years of experience in public procurement. She is a Certified Professional Public Buyer (CPPB), demonstrating her strong commitment to excellence in the procurement profession.
Ruth currently serves as a Lead Procurement Officer III with the Maryland Transportation Authority, where she specializes in the review and preparation of highly technical and complex specifications, contracts, and solicitation documents. Her expertise spans Invitations for Bids (IFBs), Requests for Proposals (RFPs), and other procurement processes, including research and value analysis for maintenance and services contracts.
A dedicated member of MPPA since 2012, Ruth has served as the Recognition Chair since 2017, playing a key role in celebrating and uplifting procurement professionals across the community.
Ruth is passionate about advancing excellence, integrity, and service in public procurement. Outside of her professional work, she enjoys genealogy, camping, traveling, and spending time with her grandchildren.
